Mario Kart Wii world champion?

Ok, so this morning i was on Mario Kart and wanted to see the world champions times. On Luigi Circuit someone who plays as Rosalina has a time of 18s. I thought WOAH! and watched the replay, but she started late (pressed 2 too early) and them ran into a wall and didn't move. I watched it again and timed it, she went for agggeeesss. Just wondering, is she/he a cheater?? Same thing with Moo Moo meadows person, ran into a wall and didn't move. i am confused plz help!
