Why cant i reattach the torn page in kingdom hearts?

i have 3 torn pages and it wont let me use them or anything. i keep going into 100 acre woods and checking everywhere that i can (the meadow, poohs house, and the honey tree area) but nothing is happening. Ive done this several times and i really have no idea what to do. i cant talk to merlin about it or the fairy god mother. im lost. can someone please help me? thanks
